EDIT: Or maybe bad luck? Go Icecrow, those undeads drop a lot of. Frostweaev I was leveling from 70 to 80 I got more than frostweave cloths, so I guess there’s nothing wrong with drop rate. You’re farming at the wrong place, maybe. I believe that taking the «Northern Cloth Scavenging» ability buggs making money with frostweave cloth drop rate of cloth for you. Instead of giving you additional cloth, it instead bugs and prevents you from getting cloth.

This was the case on MoP server, and I believe a similar issue. I would check bugtracker, and warn people against obtaining the Northern Cloth Scavenging perk if you can confirm low drop rate.
